Selecting Indicators and Optimizing Decision Rules for Long‐Term Water Resources Planning

Decision rules provide an intuitive framework for water resources planning. Having adopted a rule-based plan, decision makers can monitor critical variables to trigger timely adaptation actions when the pass their predetermined thresholds. However, establishing strategy that is comprised of set raises methodological challenges: (i) identify observable indicators reliable information about current and future change, (ii) choose suitable statistics characterize nonstationary time series are germane system performance, (iii) optimize threshold levels interventions.
